Abstract

ABSTRACT In the beginning, zakat was seen as a law that was diyani, which did not need power to implement it. This service goes with the awareness and conviction of Muslims. In its implementation the Prophet Muhammad also appointed several zakat collection officials. This means that the zakat law is both religious and qadha’i which can work well based on the awareness of Muslims and the seriousness of the Prophet SAW in guarding the implementation of zakat. Provision of zakat funds aims to produce mustahik, with the effort to increase productivity for mustahik is very helpful, when compared with the giving of charity which is consumptive. Zakat is expected to encourage and arouse motivation to develop the potential, work and productivity of efforts to realize family resilience in the life of society, nation and state. The data shows that the potential for zakat in Indonesia was very large, research on the potential for zakat in Indonesia carried out by BAZNAS in collaboration with the Bogor Institute of Agriculture based on GDP (Gross Domestic Product) 2010 was Rp. 217 trillion. If explored by comparing national economic growth in the following years the potential in 2015 reached Rp.286 Trillion. Whereas the collection of national zakat in 2015 was only around Rp. 4 Trillion or 1.4% of its potential. Thus it can be seen that the benefits are extraordinary for Muslims in particular and the Indonesian people in general, but it is unfortunate that the total collection of zakat is still low. While the potential for zakat in Riau Province as a whole can reach Rp. 1.8 trillion per year. But the realization for BAZNAS and LAZ in Riau Province in 2019 could only collect 100 billion. This research focuses on the management of zakat in Riau Province to increase the resilience of mustahik families. This study uses a juridical-normative research method, namely by conducting an analysis of the issues discussed on the basis of legal principles and norms, both normative and sociological analysis of zakat management, namely research based on library research in order to obtain secondary data in the field of law in a qualitative form with a statutory approach that inventory legal material (collecting, classifying and clarifying). To strengthen, convince and enrich the secondary data treasury, researchers also use primary data by conducting limited and unstructured interviews and documentation studies in order to synchronize the implementation of secondary data. zakat management in Riau Province. The results in this study indicate the implementation of zakat management in Riau Province is still experiencing problems, with several factors affecting its management, namely normative and social factors. So for the realization of the ideal concept in the management of zakat both in the collection, distribution and specifically utilization so that it runs according to Islamic shari'ah and is effective, it is necessary to organize all the beneficiaries, by holding training or continuous coaching to the beneficiaries of motivated zakat to become motivated mustahik to be more productive so that he must initially be the beneficiary and then as a muzakki for the sake of creating mustahik family resilience. Government involvement through BAZNAS in creating family resilience is a must and prioritizing the concept of maslahah by avoiding harm.
